Dudley Police; Penalize The Victim and Release The Criminal ?

It seems the Police Officers in Dudley, a sweet little town on the outskirts of Birmingham, have a policy of not bothering the courts or the Public Prosecutors, It seems they decide on an arbitrarily basis whether a crime is a civil matter or a police matter, disregarding the justice in their system, but considering what is most  convenient for them.

As an example of this on Tuesday the 1oth of august 2010 my son who is partially invalided, left his car with another young man sitting in the passenger seat, while he went to the toilet. He left the keys with the young man so he could listen to the radio.

A friend of this young man came along and decided they should go for a drive. They had just gone a minute down the road when they were stopped by the police. The young man, who was left in the car, telephoned my son, who immediately went to the scene. He informed the police officer that he had not given either of the two people in the car permission to drive it and wanted to press charges.

The policeman said OK, but he had called a tow truck and the car had to be impounded and he would have to go to the pound to collect his car.
On arriving at the pound, he was informed he would have to pay £185 fees and fines, to retrieve his car. My son receives £66 a week in benefits, and he was informed by the pound attendants that the police officer who was involved could have it released free of charge. So my son called Dudley Police Station where they informed him the police officer was now off duty and wouldn't be back on duty till Friday the 13th of august.

On  Friday morning the police officer called my son to inform him , he did not believe him, but chose to believe the 17 Year old who was driving the car, whom my son didn't know who said my son had given him permission to drive the car without any insurance or license.My son is 33 and is a responsible adult and would never condone this.

Anyway because of this police officers actions the bill to recover the car from the pound is now £290 which neither I nor my son have. So while the person who took and drove the car without permission is allowed to go on his merry way, my son whose only guilt was he was careless to leave his keys in his car is penalized.

He will now lose his only means of mobility, because as the charges to recover his car rise by £35 a day, he has no hope of ever recovering his car.

When I spoke to a police officer from Dudley, she informed me that the young man in question could not be charged because he had the approval of the other man in the car, with whom my son had left the keys.

I wonder if no criminal act was involved why my son’s car was impounded, he was on the scene prior to it being towed away.

Do the police in Dudley have the power to decide who is guilty and who is innocent, and to punish without any recourse to the courts?

On questioning the female police officer, she informed me the matter was concluded, and no further action would be considered and that she was now terminating the phone call, which she duly did.

I asked for the name or numbers of the officers involved so that I could report their actions  to a superior officer, but was refused.
When I asked to speak to the officer in charge of the police station I was informed that there is nobody in charge, which seems correct, judging by the way the police in Dudley enforce the law.

If this police officer is correct in her quoting of the law, it means we can no longer entrust the keys of our homes or our business premises to anybody.
Imagine you own a shop or small business with a large amount of expensive stock and if you unfortunately have a dishonest security guard on your premises, he can invite his friends to help themselves to your goods.

Even if the police catch them, no charges will be brought because they have the permission of the key holder.

Did you realize when you handed over your keys, you gave that person permission to do what he likes with your goods.

He has broke no laws according to this Dudley police officer as he himself did not steal anything from your premises, and what we would consider to be thieves are not considered thieves by the Dudley Police Force, because they had the permission of the key holder.
